
Historical experience proves that legal protection of citizens is ensured when the state is able to guarantee his/her main constitutional rights and liberties.
During the years of independence in Ukraine considerable progress was achieved in ensuring civil and political rights of individuals. There appeared an opportunity for a person to openly express his/her opinion, participate in the most important public processes - elections, referendums, manifestations, meetings and riots, choose citizenship and place of residence, enjoy the right of freedom of belief and religion. The level of informational awareness of people in the society as to the world developments and country life has considerably improved. However, at the stage of transition to market relationships, social situation is complex: there is decrease of income of population, increase of unemployment, dramatic social separation. A number of vital human rights is in jeopardy: right to work and timely remuneration, free choice of profession, obtaining education and right for medical care.
We are certain, that it is impossible to ensure social wellbeing under condition of civil and political lawlessness and full-fledged implementation of political liberties and civil rights is impossible in condition of lack of social protection. Therefore, we see out major task in ensuring real guarantees of constitutional rights and liberties of citizens, and, first of all, renewing state guarantees of social rights. Social reforms and their implementation - education system, healthcare, pension and other reforms, are closely related to and directed at protecting human rights, rights of individual and rights of citizen. We presume, it is necessary to further strengthen the existence of the position of the parliamentary official on human rights; creation of the system of his representatives at the local level. Functions of the person in charge of human rights should include control over officials' activity, opposition to violation of law and abuse of power.
It is necessary to strengthen social control over activities of the state bodies; the role of judicial authority in developing law-based state should be increased; security of the society and citizen should be ensured.
Overcoming social and economic crisis, successful reform implementation and effective development of the entire economy of Ukraine will be the key condition of renewal of social right guarantees and the basis of strengthening political and civil liberties. Only prosperity of the Ukrainian economy is able to increase living standards of the population, create new jobs, bring back Ukrainian producers to Ukrainian market, ensure that Ukraine takes a decent place in the family of European nations.
We understand that without strengthening national security, increasing ability of state to protect its sovereignty, and effectively combat political extremism and terrorism, organised crime and corruption, protection of human interests will be nothing but noble intention. That is why, we will totally support the measures, directed at creation of comprehensive social and national security system.
In a genuine democratic society - law-based state - the state does not regulate social relationships, they are regulated by law. The primary problem in developing a full-value Ukrainian state is to ensure real equality of citizens before law through developing clear legal regulations that exclude ambiguous interpretation.
