
We are convinced that existing form of state system - unitary democratic republic with presidential and parliamentary form of regulation - in transition period, when partial advantage of supreme executive power may be justified purely by complexity of the social tasks - is the best and optimal form. However, alongside with strengthening of democratic grounds of statehood, development of structures of civil society, and showing steady development of the country, there should be achieved balance between executive and legal branches of power. Under such conditions, the government, lead by the Prime Minister, should be formed by the parliamentary majority, which is to share responsibility policy with the government for results of the conducted. In view of this, not only heads of cities, but also heads of regional and district administrations should be elected. This will serve as further basis for democratisation of the state structure in Ukraine, strengthen independence and initiative of regions, and contribute to decentralisation and deconcentration of power.
We are for strict adherence to the principles of power separation. We presume it is unacceptable to occupy a position of a state official and work for a commercial structure. Principle of power separation should be strictly observed. This principle should ensure effective control if all levels of state administration are law abided, eliminate the danger of authoritarian regime, and avoid confrontation between executive and legislative branches of power. Such confrontation is viewed by us as inefficient, socially destructive activity, when some political groups try to legitimise separation and tension in the society. These groups are trying to create the situation when such confrontation lead society to the dead end, or place it on the verge of civil war. Largely, confrontation between different branches of power is caused by lack of clear and transparent legislation that defines sphere of competency, role, political and legal status of each of them. We will take an active part in development of the required laws.
Democratic activity of the executive power of the parliamentary majority is to facilitate constructive co-operation between legislative and executive branches of power.
Co-ordination of actions of the executive and legislative branches of power is the most important, but not the only condition of the democratic development of Ukraine, peace and order in the society. To achieve this goal, it is necessary to clearly structure not only the parliament, but also the entire Ukrainian society.
We declare our readiness to actively co-operate and unite with all politically organised forces that share social democratic values and ideas.

We are certain that state power may function on really democratic and legal basis, as a power that is reported to the society, only if there is effective control over its activity on the part of the general public. Activities of law-enforcing authorities, public associations, and independent mass media of Ukraine should be guided by these goals.
We support democratic reforms foreseen by the reform of judicial authority, particularly measures, directed at resumption of social prestige and ensuring safety of judges. Transition from the principle of appointing judges to the procedure of electing them, introduction of jury and strengthening collective nature of decision-making process will increase the level of independence of lawyers. Introduction of legislative norms of criminal responsibility of judges for violation of law will increase their responsibility for performing their duties.
Implementation of these measures will assist in overcome weakness of judicial power that, at this point, does not feel, and is not treated by the society, as a separate branch of power, and is designated to play a crucial role in establishment of statehood development, ensuring mutual responsibility of state, society and citizen.
