
Therefore, we aspire to create a comprehensive security system for both an individual and the society. Such system will cover not only traditional aspects such as maintaining public order and protection of national interests from outside dangers but also various aspects of daily life of people.
By social welfare we understand first of all safety of production and labour at every work place as well as safety of service and consumption.
By social security we also understand ecological and environmental safety. Our goal is to create a system of ecological safety that would not only fight consequences of irresponsible exploitation of resources but, in the first place, strengthen ability of nature to renew its resources. Only environmentally safe activity can be economically justified.
Social welfare also implies civil order and elimination of crime. We are convinced that this acute problem will be resolved when safety becomes a subject of concern for all citizens, public organisations, enterprises and entrepreneurs. We support the idea of creating local public anti-crime councils. Such councils should focus on preventing crimes, educating children in schools and families as well as on supporting various cultural and educational institutions, especially those for children and youth.
We understand, however, that the key to a successful resolving of the problem of crime is in increasing overall wellbeing of citizens and eliminating the gap between different social groups. We believe that there is a need for a full-scale legal educational campaign. We also advocate the right of people for self-defence and providing necessary conditions for exercising this right according to the Ukrainian law.
It is time to reform the system of correctional facilities. Conviction must be not requital for those who committed crime but an act of a public condemnation and an instrument of isolating socially dangerous individuals. Correctional facilities must help those who are convicted to find ways of re-integration into the society.
Organised crime is a real threat to the development of Ukrainian statehood. With the help of new laws aimed at fighting the corruption, organised crime and terrorism, we intend to press for a stricter punishment for those who organise and participate in criminal groups. These laws must incorporate experience of other countries in Europe and the world.
The firmest action must be taken to prevent corruption in the law-enforcement institutions. The criteria used to select personnel for the national police and security service should include dedication, high moral qualities and professionalism.
We realise that the fight against corruption and shadow economy can be successful only when their economic roots have been eliminated. We believe it is necessary to strengthen an international co-operation in fighting organised crime and terrorism, since such problems as drug trafficking, contraband and international terrorism can be solved only by joint efforts of all interested states.
We believe that the state must ensure unconditional rule of order in its administrative units, impose strict punishment for crimes committed by state officials, i.e. accepting bribes, avoiding taxes or lobbying interests of individual entrepreneurs. We believe that special measures may be needed to achieve this goal. However, these measures must be taken in accordance with the Constitution and laws of Ukraine.
