Part 3. Socially Fair Society Based On Solidarity
Developing free and democratic society in Ukraine is impossible without developing and introducing strong, efficient social policy that is consistent with the goals of the European Social Charter and is aimed at ensuring decent living conditions for all citizens irrespective of their social status, material wellbeing, nationality, religious believes and opinion. Only under these conditions high ideas of social equality and social justice that correspond the main goals of social-democratic strategy in social policy could be achieved. We understand that in the nearest future equality will be limited by economic, social and cultural possibilities of the state. However, equality can be achieved by the joint actions of the society aimed at eliminating obstacles in getting free access to work, education, culture and health protection, providing social services by means of allocating part of national income to ensure social security of those who need it.
"Society of equal opportunities" - this is the strategic task of SDPU(U) in achieving social justice. In the conditions of transitional period, the emphasis lies in improving living conditions by restoration of state guarantees to ensure social rights of the citizens, creating reliable system of social security and social protection of the people Consequently, socially acceptable level of life for disabled citizens will be achieved, and conditions for increasing welfare of economically active population will be created.
We consider social security of those in social protection to be major priority of our social policy; and key mechanism of its implementation is in transfer from social maintenance to targeted social assistance; from state paternalism to social partnership.
