Competitiveness of our state at the world labour markets is largely determined by the situation of the national science. Economic crisis and under-financing of scientific research resulted in the situation when science is hardly surviving, many scientists immigrated and left scientific research for more beneficial fields. There is an obvious decline in the interest to science on the part of talented young people.

Nevertheless, as world experience proves the breakthrough into the future of advanced technologies can be undertaken, provided there is innovative development that secures progress not only in the economic but also in other spheres of activity of the society, it creates immense opportunities for self realisation of all members of the society. Innovative model of economic growth has been adopted by the President and Ukrainian Government as the basis for new strategic course of reforms.

Therefore, state policy in the field of science should be directed at improving organisation of scientific process, restructuring and reforming groups of scientists that turned out to be incapable of adapting to new economic conditions. It should also include promoting and providing assistance to scientists in organising teams of people capable of quickly reacting to the changed of competitive market, flexibly adjusting subjects of research according to the necessity to resolve urgent problems of scientific, technical, social, economic and political development of the state.

The state, by its laws, should protect domestic science by means of allocating funds from federal budget to finance fundamental research irrespective of market demand not less than 2% of GDP (amount that does not create any threat to the fact of existence if science). The state should also encourage development of science by creating social demand for research of the most acute issues of the society: strengthening political and economic security, enhancing defensive capacity of the country, development of resource saving technologies, development of humane potential.

We support encouraging of non-state investments into scientific research. Financing intellectual property by legal and physical persons should be prestigious for them and economically beneficial. The state is to promote creation of private and public scientific institutions, organisations of mixed type financing.

We believe that an important task of our activity is to provide legal protection of various forms of scientific entrepreneurship, creation of the system of tax privileges for technoparks, scientific and production complexes, other organisational structures involved in development and introduction of highly technological projects into production.

We consider it necessary to significantly enhance role of scientific elite in social and political life of the state. Successful reforming of economy, politics and social spheres depends on real involvement of country's scientific potential in state decision-making process. It is necessary to carry out independent scientific expertise, undertake profound analysis of new phenomena that appear in the process of changes in the state, society, individual, as well as develop scientifically motivated goals of policy and ways of achieving them, new ideas and values.

We consider development and implementation of special state programme of creating economic, legal, social and political conditions of national science development, training of scientific personnel, maintaining and development of intellectual potential of the country our priority task.

We believe, that by creating guarantees of social prestige and decent living standards for scientists, giving them freedom in creativity and protecting copyright, the state should pursue target assistance to scientists of high qualification, talented young people by creating flexible system of additional payment, granting differentiated state scholarships, funding education and professional training, improving qualification abroad to exchange experience.

At the same time it is necessary to adopt urgent measures to terminate unjustified export of intellectual assets abroad, legally protect copyright of Ukrainian scientists and those who work abroad.

In modern world not a single state can disregard developments of scientists of other countries, which is, first of all, justified by economic efficiency. We support co-operation of Ukrainian scientists with foreign colleagues in various fields, their participation in international scientific programmes, social projects, expanding opportunities of use of world informational resources.

Supporting openness of innovations, we are for sound state protectionism in developing and introducing national scientific and research, technological innovations in the industry, agrarian sector, medical care and other spheres of Ukrainian society.
