Cultural potential significantly depends on the level and quality of information, content of domestic and foreign information, possibilities for exchange of information and free access to information. Therefore, in the field of information and media policy, social democrats put forward a two-fold task: firstly, SDPU(U) is intent to really secure the right of citizens of Ukraine to freely exchange and transfer of information, create opportunities to receive objective and impartial information from different sources; secondly, protect national information space from claims on public interests and moral values of society.

Freedom of speech is one of the achievements of democracy that makes public opinion an efficient factor of influence over decision-making process at the level of state, at the national and regional levels. Independence of mass media enables them to protect the interests of people. Lack of information (information gap) is hazardous for the society and state.

We believe that in the field of information our major task is to create conditions for legal and financial independence of mass media. Anti-monopoly legislation should exclude concentration of mass media in the hands of financial oligarchs, since it turns information into a tool of direct influence over the institutions of power, allows to manipulate public opinion.

We are convinced that demonopolisation promotes competition in mass media market. It enabled people to receive information from different sources, compare and analyse it. And this encourages mass media to increase quality of information services. We support the development of non-public forms of media ownership.

People and non-governmental organisations should be ensured access to trustworthy and reliable information as to the activity of state power bodies. Therefore we consider it necessary to develop effective reporting system of public bodies and their representatives. State servicemen to citizens of Ukraine using mass media.

By providing guarantees of access of journalists to information on the activity of public and non-governmental organisations, that enables media people perform their professional tasks efficiently, we are entitled to expect from them high level of competence and compliance with the norms and rules of journalists code and ethics.

Information should be protected from propaganda of the ideas directed against the state, promoting national and religious hostility, violence, hatred, immorality and other actions incompatible with interests of individual, society and state.
